Exchange Market information by geography
By January 1, 2012
States will indicate to the secretary of Health and Human Services (HHS) whether they will operate a state-based Exchange (and submit a blueprint for the Exchange to the HHS by November 12, 2012). If the state does not participate with a state-based Exchange or state Partnership Exchange, HHS will operate a Federally-facilitated Exchange for the state's consumers.
The Pre-Existing Condition Insurance Plan (PCIP) provision of the ACA was designed to make health insurance available to those that have been denied coverage insurance due to pre-existing conditions; after implementation of the Exchange in 2012, these consumers will be able to purchase insurance coverage through the competitive pool, with the same subsidies as all other consumers.
